To all Idaho Soccer Referees,

In light of recent events in Boise, it has become apparent that United States Soccer Federation (USSF) certified referees are not in compliance with Idaho Youth Soccer Association¹s (IYSA) Risk Management Policy approved 12-13-05. In essence, the policy requires all USSF referees, who officiate in IYSA-sanctioned matches to commit to a background check by submitting a Volunteer Registration & Disclosure Form (VRD).

The full policy may be viewed on the IYSA Web site at http://www.idahoyouthsoccer.org  http://www.idahoyouthsoccer.org/govern.htm
under ³Rules² then ³Risk Management Policy Manual². The VRD may be downloaded from the IYSA Web site by going to ³Forms². You may also go to http://www.idahosoccerrefs.org (this site) to download a copy of the VRD form.

IYSA Policy 3.02.02 ³Registration Procedure For Referees² states that all referees shall be required to submit a VRD form and register following the procedures in 3.02.01. If you are a minor, you also must have your parent or guardian sign the form. There is a $5 fee for processing the VRD form. Make your check or money order payable to IYSA.

The completed VRD form should be submitted directly to the IYSA Office, c/o Risk Management Administrator, 2419 W. State St., Suite 2, Boise, ID, 83702-3167. Place your form in a sealed envelope for security purposes.
Expect a 3-week processing time from the date of receipt by IYSA. Your IYSA volunteer membership card will be mailed to you.

If you submit your VRD form to IYSA postage-dated before March 10, the $5 processing fee will be waived. After March 10, referees will be responsible for paying the processing fee. If you do not submit a VRD form by May 1, you will not be assigned to any youth matches or tournaments sanctioned by IYSA in the state of Idaho.

If you have had a background check completed in the past year, you may complete and submit a ³Release of Information Form² to IYSA. You may go to http://www.idahosoccerrefs.org (this site) to download a copy of the form.

In advance, thank you for complying with this policy, which is designed to create a safe environment for all participants in IYSA programs.
